I doubt you will get someone to trade a non-emissions balance tube for an emissions version. The non-emissions usually go for around $150 USD on the US ebay and the emissions version are virtually worthless. Here is a link to one for sale now http://www.ebay.com/itm/330683178312?ssPageName=STRK:MEBIDX:IT&_trksid=p3984.m1426.l2649. You could always have yours welded up and ground down as an alternative.
